First things first: Most of the lines on this "map" spell out clues that are going to be helpful upon attempting to solve. It opens with instructions: "On treasure map, count the paces." It provides you a starting point, and asks a pertinent question: "Where is the end?" Further down, it encourages you to "Think of a rose, a pointing arrow," to "Count one step A, then two is B, etc.," and to "Get fixated on a few letters."
The rose in question is a compass rose, often found on treasure maps, of course, and the "few letters" you need to fixate on are those associated with cardinal directions: N, E, W, and S. Starting with the red S, travel in the direction indicated by the letter until you hit another directional letter. You can weave a path through the maze in this way, but how to know where to stop? Well, this is a treasure map: X marks the spot.
What good is the path, though? Well, follow the directions - "count the paces" between direction changes until you hit the X. You'll get 2,1,3,11,6,9,5,12,4.
According to the map, "The solution to this is a likely place you might find pirates of a different lot." The paces, converted to letters using a simple number cipher (A=1, B=2, etc.), spell out the answer, "Backfield."
